Junk removal in Howard County

What the county requires, what the work costs here, and what tends to go wrong in a Howard County house.

  • Howard County permits and inspections
  • Local prices, dated at the source
  • No national averages

What the County will collect, what Alpha Ridge actually charges, and how to sort a house cleanout before loading the truck.

We dated every figure when we gathered it. Where we know when a figure expires, we give that date too.

Can the County take it instead?

You can use County bulk collection if your home receives County collection service. It collects from the curb.

Eligible homes can put out 4 bulk trash items per pickup. Each must be under 6 feet wide. Each must be light enough for two workers to lift. Set them within 5 feet of the County roadway. Keep access clear. Put them out after 6 p.m. the previous evening and before 6 a.m. on collection day.

The County guide excludes sleeper sofas, electric recliners, carpet, mirrors, renovation debris and televisions. Check the item before carrying it outside.

Scheduling is not completely clear. The County offers bulk-trash booking on its website. Its FAQ says collection is on your trash day. We think booking is prudent. Confirm through the collection page or 410-313-6444.

The County's guide separates broken furniture from reusable goods. Before you call a usable chair a donation, check that someone will accept it. A hauler's promise to take it away does not mean a charity will take it. Make that distinction clear in your job description. It matters especially when an estate has both usable furniture and damaged pieces.

What disposal actually costs

These are facility charges. They do not cover carrying furniture down stairs, supplying a truck or clearing a house.

Alpha Ridge chargePublished rate
Annual commercial vehicle permit$40
Commercial solid waste$106 per ton
Construction and demolition debris$106 per ton
Commercial clean yard trim$40 per ton
Commercial mattresses/box springs, clean and separated for recycling$50 per ton
Commercial mattresses/box springs mixed with trash$106 per ton
Commercial appliances containing Freon$15 each
Commercial auto tires$212 per ton
Commercial oversized truck tires$292 per ton

The documents do not quite match. The fee PDF gives an effective date of July 1, 2026. It says the fees are valid through June 30, 2027. But it cites Council Resolution 95-2025. We used the rates in the explicitly dated FY27 PDF. We have kept its resolution reference as printed. You can check it with Environmental Services at 410-313-6444.

Credit and debit payments also carry a 2.45% convenience fee, effective May 1, 2026.

Ask whether your quote includes disposal. Check how the hauler prices extra material. Ask whether special items change the charge. A mattress's recycling rate does not tell you what it costs to carry it from an upstairs bedroom. A general disposal allowance does not tell you whether the hauler will separate the load. Ask where it will go. If you pay for disposal by weight, ask for the scale receipt. These details help you understand the invoice. The County does not set private hauling prices.

Do you actually need a permit?

If your hired hauler uses Alpha Ridge, each commercial vehicle delivering solid waste needs an active, nontransferable landfill permit. That permit covers the disposal operation. It does not prove someone is qualified to disconnect an appliance or demolish part of your house.

To apply for a new permit, start with the County's online portal. Then visit the landfill for your account number and vehicle identification sticker. Permits run July through June.

Do not mistake an account-processing note for a pickup promise. The permit page says to allow five business days under its charge-account FAQ. It does not clearly say that every new vehicle permit takes that long. The same page still carries an FY26 heading. We used it to check how to apply. We could not confirm a guaranteed approval time. Check current processing times with Environmental Services at 410-313-6444.

Hauling your own belongings in a rental or commercially marked vehicle? The County's Landfill Guide describes an advance Special Exception Permit for this. It is a separate arrangement for residents. Renting a truck does not automatically give you ordinary passenger-vehicle access. Being the homeowner does not make everything in your load household trash.

We could not find a published, county-specific processing time for that special exception. We cannot promise same-day approval. If you have a moving deadline, settle vehicle access before you load up. Otherwise, your belongings could end up stranded in a rental truck.

What happens when you arrive at Alpha Ridge

Alpha Ridge is at 2350 Marriottsville Road, Marriottsville. It accepts waste generated in Howard County. Living here does not let you bring waste from elsewhere. Bring proof of residency to dispose of waste as a resident.

Where you need to go inside the site matters. The Transfer Station closes at 3 p.m., Monday–Saturday. The Residents' Convenience Center closes at 4 p.m. on those days. Both open at 8 a.m. Late afternoon may work for a small recycling drop-off. It may be too late for a loaded moving truck.

Trailers, box trucks and rental trucks cannot enter the Residents' Convenience Center. If you bring household trash in those vehicles, the County directs you through the scales towards the Transfer Station. Choose your vehicle to suit the disposal route.

For eligible personal household waste, you can dispose of up to 2 tons per fiscal year without charge. Staff assess large loads and oversized vehicles. You cannot clear out unlimited amounts for free. Renovation waste mixed with household contents attracts the applicable commercial or higher waste rate.

At the facility, staff may inspect any part of your load. Keep your load covered or enclosed during transport. Nothing can project from the vehicle's sides. Commercial loads are weighed in and out. Wear a reflective vest and closed-toe shoes on the Transfer Station floor. You also need a hard hat in designated areas. If you run a commercial operation, you must supply your workers' hard hats.

Keep items you need to separate within reach. Burying the first item to unload behind everything else makes sorting harder when you arrive. Plan the order you will unload. Plan the route out of the house too.

A stripped-out room is different from a furniture cleanout

Howard County classes removed cabinets, toilets, sinks, drywall, doors, insulation, lumber and wall-to-wall carpet as construction and demolition debris. Doing the renovation yourself does not make those materials ordinary household waste. You must use the charged disposal route.

Be clear about the job. “Clear the basement” might mean carrying away a sofa and boxed possessions. It might mean removing carpet, wallboard and built-in cabinets. List those jobs separately. Otherwise, you and your hauler may be picturing different work or different loads.

A listed fee does not guarantee acceptance. Alpha Ridge's live notice says commercial contractors cannot bring soil or large quantities of stone, brick, block, asphalt or concrete. It does not define “large quantities.” Follow that restriction. A printed rubble rate does not give you permission to deliver a demolished patio. Confirm your material and quantity at 410-313-6444 before loading.

Sort outdoor wood too. The Wood Waste Area accepts branches, brush, leaves and stumps. It excludes both treated and untreated lumber, pallets and railroad ties. Those manufactured wood items go to the Transfer Station. A dismantled wooden playhouse does not count as a pile of branches just because both are wood. Take your plastic bags and tarps with you when you leave the Wood Waste Area.

For a shed-and-yard cleanout, list the vegetation separately. List the parts of the shed itself. List what was stored inside it too. That tells you more than a photograph of a mixed heap. You can use it to check where everything can go before work starts.

Appliances, mattresses, electronics and tires need separate decisions

A broken refrigerator or washer may qualify for scheduled County scrap-metal collection. That service allows two collections per year. Qualifying items must be under 10 feet in length or width. It is separate from ordinary bulk trash.

The County warns against private collection of scrap metal set at the curb, citing County Code 18.610. Arrange private removal from your property before putting an appliance out for County collection.

At Alpha Ridge, refrigerators, air conditioners and dehumidifiers go beside the scrap-metal drop-off so staff can handle the refrigerant. Small metal appliances go through the scrap-metal route. The County also offers mattress and box-spring recycling. Soiled mattresses can go through bulk trash disposal if eligible. Separate your grill from its propane cylinder. The cylinder has its own collection area. It does not belong in the scrap-metal container.

Electronics limits differ between documents. The older Landfill Guide gives commercial customers a 10-item daily limit. The FY27 rules state that limit without restricting it to businesses. We used the newer, broader rule. Confirm a larger resident drop-off at 410-313-6444.

Keep loose batteries separate from devices. The County's item guide directs loose lithium batteries to seasonal hazardous-waste collection. Lithium batteries inside electronic devices may go to the electronics area year-round.

Check tires separately. Maryland's environmental department publishes a list of licensed scrap-tire haulers. Use it to check who will handle the tires in your quote. Do not assume a general hauling business can accept them. Alpha Ridge's rules specifically require commercial tire haulers to hold a Maryland Scrap Tire Hauler License.

For a garage full of mixed objects, write an item list: appliance, battery-powered tool, cylinder, tire, mattress. “Everything in the garage” tells a hauler where to work. It says little about what they need to dispose of.

The paint and chemicals left on the shelf

A house clearance can leave the most awkward items until last: paint, fuel, pool chemicals and unidentified containers. Howard County's residential Household Hazardous Waste programme accepts these categories through a separate collection process. They do not go in mixed trash.

For 2026, collection runs Saturdays, 8 a.m.–4 p.m., April through November. The last scheduled collection is November 28, 2026. The landfill being open does not mean the hazardous-waste service is open.

Bring proof that you live in Howard County. Keep products in their original containers where possible. Otherwise, use secure, labelled, leak-proof containers. Do not combine unknown materials. On-site chemists examine the products. They decide how to handle them.

The programme excludes commercial, industrial and medical waste, as well as asbestos. Do not assume a paid cleanout crew can use your resident hazardous-waste entitlement. Before agreeing to include chemicals, settle who will deliver what.

The County reports that lithium-ion batteries and devices have contributed to fires at Alpha Ridge and in collection trucks. Do not hide them in curbside trash or recycling. The County has documented this local problem. Its guidance does not give a fire count we can use. We cannot say how many such fires occur.

What goes wrong in Howard County homes

Water damage is a documented local cleanout problem. Howard County's Flood Protection guidance identifies scattered flood-prone locations, including Main Street, Elkridge and Allview Estates. It describes damaged carpeting, upholstery, mattresses and other contents. It also says basements and lower levels may flood. If your property is affected, plan for water-damaged contents. This does not mean every house in those communities floods.

In a flooded room, separate clearing possessions from stripping out finishes. Clearing possessions is a contents cleanout. Stripping out finishes creates renovation debris. Ask for your hauling quote to spell out whether it includes carpet, wallboard and cabinetry. Ask it to name who will decide whether the room is safe to enter. The County warns that floodwater can affect utilities and the building's structure.

Keep debris away from streams and drainage channels. The County's Safe and Sound programme assesses debris along flood-prone streams. It removes material that can block the flow. The programme covers selected public and Columbia Association sites. It does not promise to clear private household contents.

We could not find a countywide primary-source count of homes needing junk removal. We also found no measured breakdown of cleanouts caused by flooding, moving or accumulated belongings. We cannot give percentages for those causes. The documented risks are useful. They do not let us rank “the most common Howard County cleanouts”.

The short version

Decide whether your item belongs in County bulk collection, scrap-metal collection, resident recycling, charged debris disposal or hazardous-waste collection. Then choose a suitable vehicle. Settle how you will have it removed. Choosing in the wrong order can leave you with a loaded truck heading for the wrong destination.

For paid work, put your item list in writing. Record the access conditions. Spell out any disassembly. List excluded materials. Name the disposal destination. Set out how the price is worked out. Specify whether the work covers only loose contents or includes removing attached finishes. If reuse is promised, ask what happens if the receiving organisation declines an item.

We could not find a county-specific primary-source price schedule for private junk removal. So we cannot give a sofa-removal price, truckload estimate or whole-house cleanout range. You can verify the published disposal fees above. You still need a quote for the actual work.
